17  | 洪武九年六月乙未，莒州日照县知县马亮考满入觐。州上其考曰：「无课农兴学之绩，而长于督运。」吏部以闻。太祖曰：「农桑，衣食之本。学校，风化之原。皆守令先务，不知务此，而曰长于督运，是弃本而务末，岂其职哉？茍任督责以为能，非恺悌之政也。为令而无恺悌之心，民受其患者多矣。宜黜降之，使有所惩。」 |
