1  | 后唐天成元年十月十六日敕：「朕以削平区宇，抚育蒸黎，顷当灾歉之馀，未絶疮痍之苦。缅维邦本，实系官常，苟未致于雍熙，则曷寜于宵旰。必在求之良吏，委以亲人，倘或因循，遂成劳扰。先朝以选门既无，摄官尤多，近年以来，铨注无几，遂至诸道州县，悉是摄官，既无考课之规，岂守亷勤之节？而况多因荐托，苟徇请求，替罢不常，迎送为弊。残民害物，炽然成风，言念所闻，焦劳何已！宜令三司及诸道州府，据见任摄官，如未有正官，具差摄月日，録名申奏。如已后或为公事及月限已满，乞行替移，即须具因由，并选差将来摄官历代职任姓名，闻奏替兑，无故频有替换。如有内外臣僚，辄行荐托，当举宪章。」 |
