6 ![](more.gif) | 贞观五年正月癸未,朝集使请封禅。贞观五年正月,朝集使赵郡王孝恭等佥议,以为天下一统,四夷来同,诣阙上表,请封禅帝手诏:「省表具怀。自有隋失道,四海横流,王伯之弊,于斯为甚。朕提劒鞠旅,首启戎行,扶翼兴运,克成鸿业,遂荷慈睠,恭承大寳,每日昃思治,弗敢康宁,兢兢夕惕,用忘兴寝,履薄驭朽,不足为喻。赖三灵显命,百辟同心,海外无尘,逺夷慕义,但流遁永久,凋残未复,田畴多旷,仓廪犹虚,家给人足,尚怀多愧,岂可遽追前代,取讥虚美?所望恂恂济济,叶力尽诚,辅其不逮,致之王道,如得雅颂形于金石,菽粟同如水火,反朴还淳,当如来议。十二月己亥,朝集使荆州都督武士彠等诣朝堂,又上表请封禅,帝曰:「隋末分离,羣凶竞逐,我提三尺剑,数年之间,正一四海,是朕武功所定也。突厥强梁,世为纷更,今乃袭我衣冠,为我臣吏,殊方异类,辐辏鸿胪,是朕文教所来也。突厥破灭,君臣为俘,安养之情,同于赤子,是朕仁爱之道也。林邑贡能言鸟,新罗献女乐,悯其离本,皆令反国,是朕敦本也。酬功录效,必依赏格,惩恶罚罪,必据刑书,割亲爱,舍嫌隙,以宏至公之道,是朕崇信也,非朕茍自矜伐,欲明圣人之教,不徒然也。比年谷稼频登,疾疚不作,诚宜展礼名山,以谢天地,但以丧乱之后,民物凋残,惮于劳费,所未遑也。贞观六年平突厥,年谷屡登,羣臣上言请封泰山,太宗曰:「议者以封禅为大典,如朕本心,但使天下太平,家给人足,虽阙封禅之礼,亦可比徳尧舜。若百姓不足,夷狄内侵,纵修封禅之仪,亦何异于桀纣?昔秦始皇自谓徳洽天心,自称皇帝,登封岱宗,奢侈自矜,汉文帝竟不登封,而躬行俭约,刑措不用,今皆称始皇为暴虐,汉文为有徳之君,以此而言,无假封禅。礼云:至敬不坛,扫地而祭,足表至诚,何必逺登高山,封数尺之土也?侍中王圭曰:陛下发徳音,明封禅本末,非愚臣之所及。秘书监魏徵曰:「隋末大乱,黎民遇陛下始有生望,养之则至仁,劳之则未可,升中之礼,须备千乘万骑之费,动役数州,户口萧条,何以能给?太宗深嘉徵言,而中外表章不已,上问礼官两汉封山仪注,因遣中书侍郎杜正伦行泰山,上七十二帝坛迹。是年两河水潦,其事乃寝。贞观中,百官上表请封禅,太宗许焉,唯魏徵切谏,以为不可。太宗谓魏徵曰:「朕欲封禅,卿极言之,岂功不高耶?徳不厚耶?逺夷不服耶?嘉瑞不至耶?年谷不登耶?何为不可?」徵对曰:「陛下功则高矣,而人未怀,惠徳虽厚矣,而泽未旁流,诸夏虽安,未足以供事逺夷,慕义未足供其求,符瑞虽臻,罻罗犹密,积嵗丰稔,仓廪尚虚,此臣所以窃谓未可。臣未能逺譬,但喻于人。今有人十年长患,疗治且愈,皮骨仅存,便欲使负米一石,日行百里,必不可得。隋氏之乱,非止十年,陛下之良医,除其疾苦,虽已乂安,未甚充实,告成天地,臣窃有疑。且陛下东封,万国咸集,要荒之外,莫不奔走,自今伊洛,洎于海岱,灌莽巨泽,茫茫千里,人烟㫁絶,鸡犬不闻,道路萧条,进退艰阻,岂可引彼夷狄,示之虚弱?殚府竭财,未厌逺人之望,加年给复,不偿百姓之劳,或水旱之灾,风雨之变,庸夫横议,悔不可追,岂独臣言,兆人咸尔?」太宗不能夺,乃罢封禅。 |
