牛德昌，字彦钦，蔚州定安人。父铎，辽将作大监。德昌少孤，其母教之学，有劝以就荫者，其母曰：「大监遗命不使作承奉也。」中皇统二年进士第，调矾山簿。迁万泉令。属蒲、陜荐饥，群盗充斥，州县城门昼闭。德昌到官，即日开城门纵百姓出入，榜曰：「民苦饥寒，剽掠乡聚以偷旦夕之命，甚可怜也。能自新者一不问。」贼皆感激解散，县境以安。府尹王伯龙嘉之，礼待甚厚。累官刑部、吏部侍郎，中都路都转运使，广宁、太原尹。卒，赠中奉大夫。
