| 132 | 自蔡京以丰亨豫大之说劝帝，穷极侈靡，久而帑藏空竭，言利之臣，殆析秋毫。宣和以来，王黼专主应奉，括剥横赋，以羡为功，所入虽多，国用日匮。至是宇文粹中上言：「祖宗之时，国计所仰，皆有实数，量入为出，沛然有馀。近年诸局务、应奉司，妄耗百出，若非痛行裁减，虑智者无以善后。」帝然其言。丙戌，诏蔡攸就尚书省置讲议财利司，除茶法已有定制，馀并讲究条上。攸请内侍职掌，事乾宫禁，应裁省者，委童贯取旨。由是不急之物，无名之费，颇议裁省。 |
