138  | 初，辽主以契丹、汉人风俗不同，国法不可异施，命耶律伊逊等更定条制。时校定官即重熙旧制，删其重复者为五百四十五条，取律一百七十三条，又创增七十一条，凡七百八十九条，增重编者至千馀条，皆分类列。以太康间所定，复以律及条例参校，续增三十六条。其后因事增校，至大安三年止，又增六十条。条约既繁，典者不能遍习，愚民莫知所避，犯法者众，吏得因缘为奸。冬十月乙巳，辽主诏曰：「法者，所以示民信，使民可避而不可犯也。比命有司纂修刑法，然不能明体朕意，多作条目以罔民于罪，朕甚不取。自今复用旧法，馀悉除之。」 |
