138  | 甲申，臣僚言：「私盐之不可禁者，其弊三：亭户煎盐入官，官不以时给直，往往寄居，为之干请而后予之，至有分其大半者，一也。煎炼之初，必须假贷于人，而监司类多乘时放债，以要其倍偿之息，及就场给直，往往先已克除其半，而钱入于亭户之手者无几，二也。盐司及诸场人吏，类多积私盐以规厚利，亭户非不畏法，以有猾胥为之表里，互相蒙庇，三也。请申严禁戢。」从之。 |
