64  | 癸巳，刘珙自湖南召还。首论：「独断虽英主之能事，然必合众智而质之以至公，然后有以合乎天理人心之正而事无不成。若弃佥谋，徇私见，而有独御区宇之心，则适以蔽其四达之明，而左右私昵之臣将有乘之以干天下之公议者矣。」又论羡馀之弊曰：「州县赋入有常，大郡仅足支遣，小郡往往匮乏。而近者四方尚有以羸馀献者，不过重折苗米或倍税商人，至有取新赋以积馀钱，捐积逋以与州郡。州郡无以自给，不过重取于民，此民之所未便一也。和籴之弊，湖南、江西为尤甚，朝廷常下蠲免之令，远方之民举手相贺，曾未数月，又复分抛。州县既乏缗钱，将何置场收籴？倘有已革纲运之弊，自可减和籴之数，此民之所未便二也。望诏止之。」帝嘉纳。寻以珙为翰林学士。 |
