107  | 丁丑，诏：「纳粟别作名目授官人，毋得注亲民、刑法官，已授者并罢；自今到部隐漏不实者，抵其罪。」时论者谓：「县令，民之师帅，刑罚之官，人命所系，不可轻以授人。比年军兴，以纳粟得官者，不谓之纳粟，或以上书文理可采，或作献纳助国，与理选限。原朝廷之意，欲激劝其乐输，使得为官户，而铨曹别无关防之法，近年以来，固有得县令，亦有得司法者。此曹素未尝知政务，直以多资，一旦得官，若遂使之临县议刑，其不称职必矣。欲下吏部立法关防，仍先改正。」故有是旨。 |
