48  | 戊辰，诏曰：「朕蒙先帝遗烈，嘉与公卿大夫厉精为治。属天下承平日久，内外因循，惰职者众，未闻推利及民，尽心忧国者也。徒累积岁月以幸其进，又沽饰名誉以徼所知，其可道者，亦不过务在簿书期会之间，朕何望焉！夫缄默茍简者弗惩，则端良敏济者亡以劝。朕持赏罚之大公，固将必行之。百执事其易虑孜孜，各修厥职以称朕意。」 |
