55  | 丙辰，诏：「自今事不以大小，并中书省取旨，门下省覆奏，尚书省施行。三省同得旨事，更不带三省字行出。」从王安礼言也。是日，辅臣有言中书省独取旨，事体太重，帝曰：「三省体均，中书揆而议之，门下审而覆之，尚书承而行之；茍有不当，自可论奏，不当缘此以乱体统也。」先是官制所虽仿旧三省之名，而莫能究其分省设官之意，乃厘中书、门下、尚书为三，各得取旨出命，纷然无统纪，至是帝一言乃定。 |
