108  | 丁亥，诏曰：「朕初揽庶政，郁于大道，夙夜祗畏，惧无以章先帝之休烈而安辑天下之民。永惟古之王者，御治之始，必明目达聪以防壅蔽。《诗》不云乎：『访予落止。』此成王所以求助而群臣所以进戒，上下交儆，以遂文、武之功，朕甚慕焉。应中外臣僚及民庶，并许实封直言朝政阙失，民间疾苦，在京于登闻鼓、检院投进，在外于所属州军驿以置闻，朕将亲览，以考求其中而施之。」司马光凡三奏乞改前诏，于是始用其言也。 |
