144  | 八月，帝谓宰相曰：「朝廷宜守经制，傥务更张，则攀扰者众。乃知命令之出，不可不谨。今言某事有利，轻为厘革，始则皆以为当，久乃翻成有害，须加裁正，是朝令夕改也。又莅官之人，不必过为宽恕，以致弛慢；或探求罪恶，不顾烦扰，抑又甚至。」 |
