9  | 庚子，以右谏议大夫、权御史中丞王化基为御史中丞。化基尝慕范滂揽辔澄清之志，献《澄清略》，言五事：其一复尚书省，曰：「三司吏额乃近代权制，皆州郡官司吏局之名也。臣今请废三司，止于尚书省试设六尚书，分掌其事。废判官、推官，设郎官分掌二十四司及左右公事，使一人掌一司。废孔目、句押前后行为都事、主事、令史。废句院、开拆、磨勘、凭由、理欠等司归比部及左、右司。」其二谨公举，曰：「朝廷频年下诏，以类求人，但闻例得举官，未见择其举主。望自今别立名籍，先择朝官有声望者，各令保举所知，贤则举主同赏，否则举主同坐。」其三惩贪吏，曰：「蠹盛则木空，吏贪则民弊。望令诸路转运使、副兼采访之名，令觉察部内州、府、军、监长吏。」其四省冗官，曰：「臣昨任扬州职官时，见添置监临事务朝官及使臣等，有𧾷俞本州数倍，恐天下诸州类此。或皆是廉白，止伤公府之费；茍其为贪婪，则取于民间者又加倍焉，得不蠹国耗民乎？望令逐部转运使、副与知州同议裁减，及诸县令、簿、尉等亦乞令相度废省。」其五择远官，曰：「负罪之人，多非良善，授以远地亲民之官，用情自任，恃远纵残，小民罹殃，卒莫上诉。望自今，凡负罪之人，不许任四川、广南为长吏。」 |
