280  | 八月庚午，张商英又言：「陛下奋发英断，慨然欲救钱轻物重之弊，一旦发德音，下明诏，捐弃帑藏数千万缗钱宝，改当十为当三。令下之日，中外欢呼，万口一舌。然而奸邪之在内者，密倡其说曰：『不久必复，可畜以待也。』奸邪之在外者，晓民以掠美曰：『当三则亏汝，当七则中矣。』是以小民听而和之，令出五十日，而犹未大孚也。 |
