39  | 己卯，诏曰：「朕以寡薄，昧于治方，不能使天地休和，阴阳调序。自春涉夏，甘泽未丰，既轸西郊之叹，将亏南亩之业。兴言夕惕，无忘鉴昧。良由德化未敷，政刑多舛，万方有罪，责在朕躬。思覃宽惠，被之率土。见囚死罪并降从流，流罪从徒，五岁刑已下悉皆原宥。其反叛恶逆不道，及常赦所不免者，不在降例。」 |
