| 160 | 癸丑，柱国、许国公宇文善有罪免。乙卯，行幸云阳宫。丙辰，诏曰：「民生而静，纯懿之性本均；感物而迁，嗜欲之情斯起。虽复云鸟殊世，文质异时，莫不限以堤防，示之禁令。朕君临万宇，覆养黎元，思振颓纲，纳之轨式。比因人有犯，与众弃之，所在群官有愆过者，咸听首露，莫不轻重毕陈，纤毫无隐。斯则风行草偃，从化无违，导德齐礼，庶几可致。但上失其道，有自来矣，凌夷之弊，反本无由，宜加荡涤，与民更始。可大赦天下。」庚申，皇太后不豫。 |
