75  | 癸丑，臣僚上言：「伏睹崇宁五年七月三日案：壬辰日可考。诏：『应系旧籍人子弟不得到阙而今许到阙者，见讫赴部，令预集注三次，集满不授差遣者，特与直差。又，选人限一季直，在外指射差遣者，听免直差。朝辞讫，限三日出门。』陛下恢至仁之德，开自新之路，不忍终弃，复历仕途，兹诚尧、舜之用心也。又虑浸久有害绍述，故略为防限以示好恶。然到阙而见，与见讫赴部，初无日限。臣愚伏望圣慈特降睿旨，应系旧籍人子弟许到阙者，若到阙三日，即令投下文字，朝见讫，三日即令赴部，所有集注直差，朝辞出门，自从旧条。则异趋之徒，不得倚法之脱略而害绍述之圣政。若乃上书邪等人，公肆狂妄，非上之所建立，所谓躬自蹈之，殆与系籍子弟连坐者异矣，是宜得罪重于子弟。陛下纵以仁心矜贷此曹，亦当固为防限。臣愚以为宜于七月三日敕内添入『上书邪等』，庶几继志述事，明示四海，仁心义政，并用不废，天下幸甚！」从之。《纪事本末》卷百二十四。 |
