8  | 庚申，提点开封府界县事吕景言：「府界人户见倚阁贷粮二十馀万石，今又散青苗钱十五万贯，恐民力不能堪。」诏送条例司，召提举官戒谕之。先是，侯叔献屡督景散青苗钱，景以畿甸诸县各有屯兵，每岁课利钱仅能借诸军以给，无有赢馀。条例司又别以买陕西盐钞钱五十万为青苗钱，而景复有是奏。上初欲令中书戒谕提举官，王安石曰：「若召提举官至中书，诸路闻此必顾望，不敢推行新法，只令条例司指挥可也。」从之。《纪事本末》卷六十八。 |
