15  | 癸未，蔡京上《哲宗实录》。《纪事本末》卷百三十一。案：《编年备要》云：毛注再弹京留居赐第，不自循省，增饰台池，外示闲暇，执政大臣多出其门，谋谟日闻，牵制不改。乞降前后章疏，著京之罪，俾速去国。而给事中何昌言又奏：「大臣被罪，须有章疏，合过门下省，关报四方。按京顷居相位，擅作威福，滥赐予以蠹国用，轻爵禄以示私恩，谓财羡皆诞漫，务兴工为骚扰。古人有一于此，必加严刑，而京兼有之。自京再罢相，士民以为京去可必。既而又以《哲庙实录》未竟而留。今既成书，去计杳然；若非天变屡见有以警陛下，人力其如之何？」上始下公弼前所上章，降京太子少保致仕，居于外。而中丞吴执中乃上疏，谓进退大臣，当全体貌。于是为京降诏，略曰：「尚虑雠怨，捃摭旧事，下石倾挤，弹章不已。」故京得不重贬，而且知京将复用矣。 |
