初，丁德裕、王班、张璵同领兵屯西川，德裕颇自专恣，兵马都监张延通党璵，益不悦。㑹上亲征北汉，有使来自太原，具言上当盛暑，躬矢石劳顿状，延通谓德裕曰：「上暴露若此，吾侪日享甘美，自取逸乐」。延通盖言己不自安之意，德裕不荅，既而璵先归阙，上赐子甚厚，及延通、德裕继至，上复召延通顾问，而待德裕稍薄，德裕意其谮己，颇疑惧，遂奏延通尝对衆言，渉指斥及诸不法事，仍指璵为党，上怒，收延通、璵及王班等下御史狱按之，延通等皆欵伏，冀得见上面证曲直，癸夘，上御便殿引问，延通抗对，复不逊，即命斩于市，璵班及内品王仁吉并杖脊，璵并家属，流沙门岛，籍其财，班许州、仁吉西窰务。　契丹锡利、裕噜等十六族归附，以其大首领罗美四人为懐徳将军，垒八人为懐化郎将，次首领诺尔布沁旺布十五人为归德司戈。本纪十月庚寅，后戊戌，前书丰州刺史王重安言契丹十六族归附，又于戊戌书易州言契丹右千牛卫将军王承美来降。按王承美之父甲实居丰州，不知本纪所云丰州刺史王重安者，果何人也。㑹要及契丹传载王重安与本纪同，并载大首领等除官事，而实録并无之，此可疑也，且不知此丰州即王甲所居，或别有一丰州，而重安亦复一刺史也。按实録太平兴国七年闰十二月，书丰州刺史王承美言锡利、裕噜等族来降，名字与重安所言畧同，岂锡利、裕噜等族既降而复叛，叛而复降故耶？不然，此又可疑也。王承美姓名、官号，本纪、实録皆误，前己改正之，独重安名号无所考证，今于此月末仍书锡利裕噜等归顺，但削去「丰州刺史王重安言」凡八字，庶不与王甲及王承美相乱，更竢审订之。十一月戊申，日南至，御乾元殿受朝。
