5  | 元符元年九月丙午朔，诏法酒库监官，自今朝廷差人。丁未，诏以霖雨，罢秋宴，诏除破枢宻院探请过厨钱三千馀缗。故事，执政每员月支厨钱三十五千，宻院嵗赐添厨钱一千七百缗，自元佑三年以后，西府修葺及造陈设什物，冗费渐广，而厨吏数増，物价有至一倍，以上用度寖多，遂探请至元符三年终，而自林希罢，政亦探请过三年前厨钱，曽布欲回纳，上悉令除破，布更欲立法，令今后不得探请，仍令量入为出，不得支过嵗额钱数，嵗终，令承㫖具有无侵支钱数闻奏，仍令承㫖司取索冗费，看详裁减，上曰：「执政饮食之费不足校，亦不可裁减削弱，嵗终亦不须奏」。止令申枢宻院，拟定修葺及行事之费，皆令増一倍，布自言三省主厨库者，方送大理寺根究，乾没假贷，钱仅万缗，宻院乃无此弊，但所増物价寖髙，故一食之费，价倍于前日。自是悉立定规例，无复可过为侵盗。三省喜谓布曰：「得此约束，悉可遵用，遂䝉成矣」。 |
