26  | 庚子，诏西京分司官太府卿裴庄、职方郎中韩昌龄，将来郊禋，各许奏䕃一子。时庄等上封陈乞，中书言分司官无此例，上闵其年髙，特有是命。先是，滑州浚减水河毕功，设祭有鹿，随流而下获之，孟州河隂县水，次获龙卵，皆以献，辛丑，召辅臣观于后苑。己酉，知审刑院盛度言：在京及诸路止有断案三道，值降圣节不奏，自馀絶无刑牍，请宣付史馆。冦准曰：「汉文帝、唐明皇时皆几乎刑措，盖当时诸侯专杀，有闻于朝廷者，有便宜而行者，今幅员万里，徒流以上合闻逹者，皆奏牍，以此较之，则圣朝刑讼清净，过古昔矣！此陛下以徳化民，精意钦恤所致，臣等不胜大庆」。再拜称贺，诏奬度等。 |
