10  | 乙丑，令京东西、河北州军津渡官给舟船济人。丙寅，以礼部侍郎、参知政事李廸为吏部侍郎、兼太子少傅、平章事，兵部尚书冯拯为枢宻使、吏部尚书、同平章事。是日告谢，即赐袭衣、金帯、鞍勒马，正谢日亦如之，非常比也。 以霖雨壊营舍，赐诸军缗钱。丁卯，禁两川诸县弓手雇人代役，犯者许邻保紏告，重绳之。 诏奬益州官吏赵稹等，以吕夷简言其政绩也。戊辰，判杭州王钦若酒榷増羡狱空，诏奬之。先是，冯拯以兵部尚书判都省，上欲加拯吏部尚书、参知政事，召学士杨亿使草制，亿曰：「此舍人职也」。上曰：「学士所职何官？」亿曰：「若枢宻使、同平章事，则制书乃学士所当草也」。上曰：「即以此命拯」。拯既受命枢宻院领使者凡三人，前此未有，人皆疑怪，曹利用、丁谓因各求罢，上徐觉其误，召知制诰晏殊语之，将有所易置，殊曰：「此非臣职也」。遂召钱惟演，惟演入，对曰：「冯拯故参知政事，今拜枢宻使当矣。但中书不当止用李廸一人，盍迁曹利用，或丁谓过中书？」上曰：「谁可？」惟演曰：「丁谓文臣，过中书为便」。又言玉清昭应宫未有使，谓首议建宫，冝即令领此。又言曹利用忠赤，有功国家，亦冝与平章事。上曰：「诺」。庚午，以枢宻使、吏部尚书丁谓平章事，枢宻使、检校太尉曹利用加同平章事，皆用惟演所言也。 |
