17  | 庚申，以太常博士卢琰为开封判官，秘书丞李防为推官，上谓宰相曰：「人之有材，未易尽知，歴试而后可见矣」。占谢日，特召升殿，谕以府事繁剧遴选之意，各赐钱十万。琰，淄川人。防，内黄人也。防尝受诏括磁、相州逃戸，得隠赋十馀万，因请均定田税，又言：「县有逃戸破五十者，令佐降下考，若百戸殿三选，二百戸停所居官，其能招携者赏之」。又言：「凡逃田，宜即召人承佃，使人不敢轻去，而官赋常在」。扵是建言天下多寃狱，请与判官间三五日入府，司军廵院，狱有未明者，得以讯之，寻出为陜路转运副使。先是，沿江水递八十九，舗嵗役民丁甚衆，颇废农作，防悉用本城卒代之，民以为便。壬戍，诏得替幕职、州县官及丁忧服阕者，并免选注拟。癸亥，判大理寺王钦若上言：「本寺案牍简少，请罢详断官四员，止留八员」。从之。国初，大理正、丞、评事皆有定员，分断狱讼，其后择他官之明法令者，若常参则兼正，未常参则兼丞，谓之详断官，凡六人，渐加至十二人，寻去兼丞、正」之名，扵是始以八员为定。 |
