58  | 戊午，诏自今刑部详覆官，依大理寺详断，检法官岁满与家便知县一任，囘与同判。己未，祠部貟外郎、知制诰程琳为谏议大夫、权御史中丞。宰相张知白最器琳，当除命，喜曰：「不辱吾笔矣！」琳上䟽请罢土木营造，蠲被灾郡县逋租。 先是，诏选能吏治畿县，太常博士汉阳张锡知东明始至，令其下曰：「吾所治者三而已：强恃力富，恃赀刑，恃赎者，吾所先也」。岁终，遂以治迹闻。枢宻直学士李及荐锡材堪御史，上曰：「李及清谨人，未尝妄有所举，此可信也」。即命锡为监察御史。 |
