乙酉,端明殿学士、兼翰林侍读学士、寳文阁学士、戸部侍郎吕公著,枢宻直学士、工部侍郎薛向兼同知枢宻院事。公著既就职,与同列奏事毕,独留谢,因言:「臣老于闲外,䝉陛下收之桑榆,惟知拳拳纳忠,以报恩遇。自熈宁以来,因朝廷论议不同,端人良士例为小人排格,指为沮壊,法度之人,不可复用,此非国家之利也,愿陛下加意省察」。上曰:「然,当以次收用之」。上初即位,韩绛即建议复肉刑,至是,复诏执政议,公著以为后世礼教未备,而刑狱繁,肉刑不可复,将有踊贵屦贱之讥,吴充议复置圜土,衆以为难行,王圭欲取开封死囚罪,试以劓刖,公著曰:「刖而不死,则肉刑遂行矣」。议竟得寝。据时政记,公著以十七日戊子供职,向以二十二日癸已供职。 详定礼文所言:「礼记曰:郊特牲而社稷太牢。又曰:祭天地之牛角茧栗,盖以覆载之功,无物可称,故用茧栗。犊取其诚慤,以小为贵也。特牲而已,不及羊豕,以少为贵也。配坐以祖祖,逺而尊,以天道事之,故亦特牲。书曰用牲于郊,牛二。春秋传曰养牲养二牛是也。严父明堂则有牛羊,以其祢近而亲,故以人道事之。诗曰:我将我享,惟羊惟牛是也。本朝仪注,昊天上帝、皇地祗、太祖皇帝之坐,各设三牲爼,不独配位误用羊豕,而正位亦不専用,特非尚质贵诚之义。伏请改亲祠圜丘、方泽正配位皆用犊,不设羊豕爼及鼎七,有司摄事凖此」。从之。新、旧纪并书:诏祀天地及配帝用特牲。又言:「正配位不当设簋、簠、尊、豆,请改用陶噐,仍以樿为杓」。又言:「取火于日,当以照馔及共神厨之用。并请从本所访求鉴与方诸试验,以取明水,又下江南饶、信等州采鬰、金香,兾得其真,以和鬯酒」。又言:「景灵宫、太庙设洗于皇帝版位之西,非是,请设于阼阶下,当殿之东溜,仍罢景灵宫所设爟火」。并从之。郊庙礼文自有本文,今但举其要,而削其繁辞,佗皆仿此。 司农寺请自今以存留一半钱所籴粮斛别为一项,更不与常平旧管同估价。从之。 三班奉职罗昌皓言,昨差赍敕书礼物往占城国今畵占城至交址地圗以献。上批:「昌皓不惮难危,逺使絶域,虽不能成元初受命之功,然勤劳海道,亦可矜奬,冝转一资」。又批:「自安南用兵,献议讨贼者以百数,其言水陆进师之道,往往不同,未知孰得,冝类衆说成书,各绘圗附见,以备他日之用」。乃诏检详官王伯虎、梁焘编类。
