6  | 大理寺丞、秘阁校理石延年，徃河东路，同计置催促粮草。明道中，延年甞建言：「天下不识战三十馀年，请选将练兵，为二边之备」。不报。及西边数警，始召见，命副吴遵路使河东，时方用延年之说，籍乡丁为兵故也。延年又言：「昔汉用西域之兵，破荡诸戎，得以外国攻外国之术。去年授嘉勒斯赉节制，命助讨元昊，宜募愿使其国者，䕶发其兵，如有功，则加以王爵，置𣙜场，许市易羊马，以通货财。又回鹘在嘉勒斯赉西，唐用其兵定吐蕃，亦可兼诱之，使掎角兴师，以分贼势」。戊子，诏审官、三班院、吏部流内铨募，愿使嘉勒斯赉者以名闻，始用延年之议也。己丑，龙图阁直学士、右谏议大夫、知并州任中师为枢宻直学士、知益州。先是，转运使韩渎急于笼利，自薪刍蔬菓之属皆有算，及中师至，悉奏除之。 诏陜西安抚部署、钤辖、转运使、提㸃刑狱、知州、通判，各察访所部吏民，习知边事及有武干者，令安抚或转运司召问其能否以闻。 又诏江、淮南州军造纸甲三万给陜西防城弓手。 改陇西镇为定边寨。 |
