21  | 庚辰，知制诰贾昌朝同判流内铨。初，铨法，县令俸钱满万二十千，乃举令，昌朝以为如此，则小县终不得善令，请槩举令而与之俸如大县，从之。是月，浙东军士鄂邻等杀廵检使张怀信，聚兵剽刼湖南、福建、广南诸州县，逃入海。怀信内臣性苛虐，衆号张列挈，邻等积怨愤，遂作乱。 増施州通判一员。十二月癸未，诏縁边招讨司战士有市首级而冒赏者，论以军法。出内藏库绢一百万，下三司助边费。乙酉，命端明殿学士兼翰林侍读学士李淑、知制诰贾昌朝、同修起居注郭稹、天章阁侍讲王洙同详定弓手强壮通制，又命淑判兵部，洙同判。时诸路方籍乡兵上兵部也，河北强壮在籍者凡二十九万三千，河东十四万四千。 流内铨言选人试律断案，多是茍避选限，乞自今止许试一次，从之。丙戌，诏司农寺以常平钱百万缗助三司给军费，自景佑末不许移用常平，数年间有馀积矣，而兵食不足，故降是诏。 |
