22  | 戊寅，罢陜西都部署、经畧安抚使、兼縁边招讨使夏守贇、都钤辖王守忠、都大管勾走马承受黎用信、张德明，并赴阙。守贇性庸怯，寡方畧，不为士卒所附，自河中徙屯鄜州，未及行，亟罢归。 徙知泾州、忠武节度使、泾原秦鳯路縁边经畧安抚使夏竦为陜西都部署、兼经略安抚使，縁边招讨使、知永兴军、龙神卫四厢都指挥使、泾原副都部署、兼泾原秦鳯两路经畧安抚副使、眉州防御使葛懐敏知泾州、兼管勾秦鳯路军马事。己夘，以起居舍人、知制诰韩琦为枢宻直学士，陜西都转运使、吏部员外郎、天章阁待制范仲淹为龙图阁直学士，并为陜西经略安抚副使、同管勾都部署司事。初，仲淹与吕夷简有隙，及议加职，夷简请超迁之，上恱以夷简为长者，既而仲淹入谢，帝谕仲淹使释前憾，仲淹顿首曰：「臣向所论盖国事，于夷简何憾也」。 刑部员外郎、天章阁待制、知同州庞籍为陜西都转运使，籍甞上言：「连年灾异，天乆不雨，臣谓弭灾消祸，在朝廷自修，比年费用奢广，出纳不严，内中须索既多，有司以慿由除破，无縁鈎较虚实。臣窃谓凡乗舆所用，宫中所费，宜取先朝为则。今宿师西鄙，力战重伤，方获功赏，而内官、医官、乐官，无功，时享丰赐，故天下指目谓之三官，愿少裁损，无厚赉予，専励战功，敌冦不足平也」。 定国军留后、秦鳯路副都部署、知秦州曹琮兼管勾泾原路军马事。 耀州观察使夏元亨为陜西副都部署、兼縁边招讨副使，仍改赐名随，上以元亨旧名，与元昊有嫌故也。 |
