13  | 己未，右羽林军大将军、巴州团练使仲硕为沂州防御使，以试学士院应格也。 知登州李师中言：「近累乞移沙门岛罪人，而来者未巳，不惟事烦防虞，兼已无地存泊」。诏除朝廷指挥刺配外，诸路因徳音续配到人，且于登州収禁，驿奏犯由，仍増兵防守。初，上患沙门岛罪人衆，令立法，且曰：「案问欲举法寛，故致多如此」。王安石曰：「案问欲举法寛，乃所以疑壊贼党，虽寛一贼，必得数贼就法，恐须如此，乃无配沙门岛者」。师中又言：「今乞本州月具沙门岛罪人姓名、乡贯，及其所坐罪，申枢宻院注籍量移，免下本州取索额外人数，以致稽缓」。从之。 诏三司出绢五万付泾原路经略司封桩，以备军费。 熈河经略使王韶言：「奉㫖：令臣躬将士卒徃视河州修城，臣欲令景思立管勾泾原兵马，而委臣就本路择禁卒、蕃兵弓箭手五千，及秦鳯路先差下䇿应强壮三千，尽以付臣，为思立后继，若有警急，即专留思立修城，臣不妨退军应接」。上善韶䇿，遂如所奏行之。王安石曰：「韶䇿诚善，若声言应接河州，遂自洮西，由洮、岷不虞之道，攻其所不戒，乃用兵之至计」。既而韶果以兵穿露骨山破贼，如安石所料。 |
