7  | 己巳，皇城副使、兼閤门通事舍人、知阶州刘昌祚为西京作坊使，走马承受、内供奉官徐禹臣为供备库副使，寄资赏讨阶州峯贴硖隆博族蕃部之劳也。昌祚先为秦凤路都监、知甘谷城。张诜将开边，遣侍禁王世文徃阶州峯贴硖，集蕃酋犒设而诱说之，衆疑曰：「是欲表里熙河，取我地尔！」即啸聚大罗苏木嘉族，攻焚峯贴硖寨，杀寨官军民，边堠甚急，诜忧惧不知所为，即表乞昌祚知阶州，昌祚至，遂讨平之，以功转皇城副使，于是进讨叠州，改作坊使。 诏淮南东路灾伤州军廵检县尉，令本路监司不拘常制奏举，候丰嵗如旧。 又诏河北转运使同外都水监丞司相度减省河上冗占官吏以闻。 知开封府兵曹参军、兼删定司农寺条例吴安持言，昨同吕嘉问许定行户条贯，续差孙永体问利害，供析事状，不无异同，乞罢知兵曹参军」。从之。 崇政殿说书吕升卿言：「淮东民所出役钱差重，甚有愿减钱应募之人，寻召五十八人者，专勾当诸场务。尝奏一路依此施行，乞付转运副使俞充相度，仍兑籴发运司许粜上供米三十万石与本路阙军粮处，令转运司依价拨还」。从之。 |
