7  | 己丑，户部请：「应常平谷价，比市价不亏，或虽亏而贵贱通计不及一分者，移转运司兊充和籴，或指二税，听人户从便纳钱，亏及一分以上，即不以年限，兊转运司新谷粗细色不同者，依仓例比折，无可兊听出粜，若三年以上，亏及三分，亦许粜，或晓谕人户愿请者听，仍随夏秋税纳，不得过两料，愿纳钱者，依籴价并免出息」。从之。权知开封府钱勰言：「请于元丰令部送罪人条注文称编管移乡人，差递铺下，添入开封府，情重人依配军法，庶免纵失之弊」。从之，诸路凖此。辛卯，勰又言：「近制疎决，朝廷差台官催促诸县禁囚，虑诸县惧见㸃检，以不圎公事便行申解。遂差推、判官一员，将带人吏及法司一名，与府界提刑分诣诸县，催促决遣，本府毎遇非次疎决，并盛暑严寒，在京差官催促结絶，畿内诸县禁系人数不多，兼近者朝廷添置提刑，与提㸃司系监司两员，逐时廵按，不容留滞。今本府事多，推、判官毎季差出，委有妨阙，欲请凡遇疎决，如不差御史，即本府转官，下县如故」。从之。 |
