乙亥，诏：「雪寒异于常嵗，民多死者，宜加存恤，给以钱谷，若无亲属收瘗，则官为塟之」。　罢内殿承制至差使试换文资法，旧录云：「元丰中，嵗听武臣以艺业词赋乞试取其中格者，因所长而用之，至是罢去」。新录辨曰：「法未尝不善，人自挠之耳，武臣得以艺业列置文阶，待之至厚，久则请托之风行，侥幸之弊生焉，故不得不革，非有他也，史官之言合删去」。元符元年十月二十一日、三年四月二十六日，当考。编录册：都省送下，元佑二年十一月二十九日，勅中书省、尚书省送到白札子：「检㑹元丰令，内殿承制至差使，愿换文资者，听召保投进，乞试。又条：有官人，并许应举勘㑹内殿承制至差使，自来依参选人例，止试断案刑统大义，时或议比换文资看详，武臣自有鎻应条贯，欲今后不许毎年试换文资」。十一月二十七日，三省同奉圣㫖：依。丙子，诏以雪寒促决见囚。
