9  | 庚寅，御从政殿阅诸军转员，凡三日。 右谏议大夫梁焘奏：「臣伏见春夏大旱，陛下祗敬恐惧，上承天心，靡神不举，未获嘉应，虽隂云屡起，而甘泽不施，其故何哉？岂天意有所未顺，而神贶亦以少靳乎？隂云屡起者，精诚逹也。甘雨不施者，和气隔也。臣闻天之沉隂，积乆而不雨，亦犹人之退托犹豫而不㫁也。今者夜多寒气，昼多䝉气，日少清眀之光，皆隂盛而阳微，臣道强而君徳弱也，考之前古，尤为诫惧，消伏变异，正在圣眀，伏望睿慈上观天意，下察人情，凡朝廷之事，聪眀所见，洞然无疑，谓可施行者，皇帝面饬大臣必行之，加以刚㫁，如是，则习扵万几之务，而圣政日广，真太皇太后保佑之功也，惟愿深思臣言，无惑憸佞之说，则上循国体，下畏人望，臣不胜忘身恳切之至」。贴黄：「臣恭谓当今政事有未便扵人情，无益扵国体者，圣聪必已闻之，圣意亦欲改革，但牵扵外臣议论，疑惑未决，优㳺不㫁，威徳不振，恩泽不浃，此所以天示警戒，乆隂而不雨也。䝉以示君眀之受蔽也。寒，以示臣强之僭权也。若开然洞照，奋然独㫁，使大臣畏威而沮伏，庶民䝉泽而鼓舞，则膏润之雨，清眀之旸，以祥来应，不待终日矣！臣愚不知古义，妄言求补聪眀，惟陛下试一行之，以验不诬焉」。焘又奏乞避正殿，减常膳，申戒中外，踈决滞狱，以答天变。 |
