12  | 丁酉，诏：「旱暵为灾，减膳责躬，修勤缺政，以祈消复，尚虑尚书六曹，有四方牒诉、奏请文字，或赏罚难眀，或民情有寃，废置未决，郎官怠扵省覧，吏人茍逃日限，非理沮难不行，使抱寃之人，无所赴诉。宜差御史中丞傅尧俞、右司郎中杜紘、殿中侍御史孙升赴吏部，侍御史王岩叟、右司员外郎孙觉、监察御史韩川赴户部，给事中张问、监察御史上官均赴礼部，左司郎中韩宗道、监察御史张舜民赴兵部，右谏议大夫梁焘、左司郎中范纯礼、殿中侍御史吕陶赴刑部，右司谏王觌、监察御史张舜民赴工部㸃检，自去年正月至年终承受到文字，抽索事祖行遣次第，子细看详，其间有执文害事，不近人情者，并元条删改，其勘当住滞者，促令结絶，其指挥不当及非理问难，卤莽判收者，亦许牒本部，再与详究施行。其元行吏人，情轻者且与原罪，重者特行惩责，令结絶三省枢宻院审度行下」。用范纯仁之言也。尧俞以前任吏部侍郎，乞换别曹，诏与梁焘对换，寻诏尧俞勿差。 镇江军节度使、开府仪同三司韩绛言：「䝉㤙除充集禧观使，臣去冬乆在病告陈，乞致仕，尝奉宻㫖，令候过先帝大祥，从臣所请，乃是已有成命，伏望曲赐矜恤，特依已降宻㫖，除臣致仕」。诏韩绛到京日，且令休息，候稍任拜起，方许朝见，所乞致仕，宜降诏不允。 |
