11  | 甲戌，户部侍郎张颉为寳文阁待制、河北路都转运使，中书舎人苏辙为户部侍郎，天章阁待制顾临为给事中，左谏议大夫孔文仲为中书舎人。 监察御史赵挺之言：「去年北边州郡多被水灾，朝廷専委左司谏朱光庭奉命出使，体访赈济，而光庭公违法意，自上户第一等至第五等，遍下州县并行支贷，不论丰凶，不计等第，倒廪倾仓，名为借贷，而其实抑勒分配。臣愿朝廷早议赈济之法，将来催索上件借贷，亦乞寛为限期，以恵百姓。所有光庭违法害公，贻患百姓之罪，亦乞赐责降施行」。又监察御史方䝉言：「朱光庭奉使一出，而空河北措置之财，且措置司物料，其经营之劳多矣，傥给散有方，虽水旱凶荒，可为累年之备，一饥而散之殆尽，乞行黜降，以恊舆论」。诏朱光庭具析以闻。 |
