5  | 元佑三年春正月庚戌，校书郎王伯虎权知饶州，正字邓忠臣权通判瀛州。谏官韩川言二人不堪馆职之选故也。 复广恵仓。先是，著作郎兼侍讲范祖禹言：「祖宗以来，毎遇大雪，则放公私房钱，以至粜米卖炭散钱，死者则赐瘗埋，近日朝廷无不举行，又发内帑之钱，徳泽之厚，无以加矣。臣窃思朝廷自嘉佑以前，诸路有广恵仓，以救恤孤贫，京师有东西福田院，以收养老㓜废疾，至嘉佑八年，又増置城南北福田，共为四院，此乃古之遗法也。然毎院止以三百人为额，臣以为京师之衆，孤穷者不止千二百人，朝廷毎遇大冬盛寒，则临时降㫖救恤，虽仁恩溥博，然民已冻馁死损者衆矣。救饥于未饥之时，先为之法，则人不至于饥死，救寒于未寒之时，预为之备，则人不至于冻死。臣以为宜于四福田院増盖官屋，以处贫民，不限人数，并以旧法收养，委左右厢提举使臣，多设方畧救济，不必専散见钱，其使臣存活到人数，书为课绩，量与酬奨，死损多者，亦立殿罚。如四厢使臣提举难遍，即委吏部临时更选差使臣四员，相兼提举，亦依四厢使臣法，其天下广恵仓，乞更举行，令官吏用心赈恤，须要实恵及贫民。陛下近日所行，万万于此，而臣之所陈，事乃至微，然古之圣人，莫不以此为先务，其法不可不备也」。上纳用焉。甲寅，通议大夫致仕刘几卒。 |
