5  | 治平二年五月庚申朔，枢宻院奏：「嘉佑三年，诏非军职当罢横行，嵗满当迁，及有战功殊绩，皆不得除正任，当迁则改州名，或加检校官、勲封、食邑。自降诏以来，正任刺史以上，絶迁进之望，今欲因知繁要州郡，或路分总管，如再经改州名，或加检校官勲封，食邑已及十年者，与迁官。至节度观察留后止，又客省、引进、四方舘，旧置使三员，东西上閤门旧置使四员，今并増为六员。閤门、引进、客省旧置副使六员，今并増为八员。閤门旧通事舍人八员，今増为十员，凡所増置，须见任官当迁，及有阙乃补。其皇城使改官及七年，如曽歴邉任，有本路监司总管五人，以上共荐者，与除遥郡刺史，至遥郡防御使止」。诏：「自今皇城、宫苑副使当磨勘者，各于本班使额自下升五资，改诸司使。其自左藏库副使以上，因酬奨及非次改官者，聼如旧，馀皆从枢宻院之请」。初，帝谓执政曰：「诸司副使改转使，当从供备库使始，今对行改五资，太优」。于是合议条奏而为此例。 |
