11  | 乙丑，遣官谢雨。 诏：「自今枢宻院、诸房副承㫖出职，与主事请受，为州钤辖」。 权发遣三司使李承之言：「近年以来，朝廷寛假资格稍髙之人，为其衰迟，或不任事，未欲遽令休退，故置提举、管勾宫观之职，优与俸禄，以示始终恩意之厚，不立员数，而臣僚趋闲贪禄，冒昧无耻，或精神未衰，年齿方壮，便私避事，亦求此职，条制既寛，初未厘革，故今内外宫观约百馀员，无纎芥职事，嵗费廪食，不下数万缗，臣窃惜之。乞今后在京宫观提举、提㸃、管勾官，共毋得过十五员，诸路倍之，如有除授，令依例待阙，所贵勤劳官守之人，有以区别，不虚费国用」。诏自今陈请宫观等差遣人，年六十以上听差，仍毋过两次。 诏以太皇太后圣体乆未康平，其令开封府及诸路访衆所见效口齿，科给装钱，乘驿赴阙。 又诏：「经制熈河路边防财用司根括冒耕地为官荘，限半年，听民自陈，其方田更不施行，举贷止支钱，纳日，计市直，许以粮折纳，收息二分，愿纳钱増一分」。 司农寺请令诸路依旧置牙司，从之。 |
