19  | 丁夘，诏翰林医官使朱有章治知枢宻院事冯京疾有劳，可特与一子翰林医学。京疾甚，上中夕诏左右，适梦京造朝甚慰，乃赐诏曰：「渇想仪形，不忘梦寐」。及疾愈，造朝，上首以所梦语之。 礼院言：孟冬荐享太庙，当改为祫祭，并祀七祠及配享功臣。诏恭依。戊辰，诏：赐银、紬绢共为钱二千万缗，付鄜延路经畧司，依去嵗例，不依常制，选官市粮草封桩」。 是日，黄履讲宰夫之职，正嵗，书其能者与其良者，而以告于上，上曰：「或言诏王废置，或言以官刑诏冡宰而诛之，或言以告而诛之，或言以告于上，何也？」履对曰：「诏冡宰者，诏冡宰而已以告而诛之，以告于上者，或诏王，或包王及官长，皆不得专也」。上曰：「或三年或嵗终，则书能否告之，以为废置，此独于正嵗何也？岂非旧嵗之所考书以告乎？」履曰：「然」。己巳，诏濵、棣、沧三州第四等以下被水灾民，令十户以上立保，贷请常平粮，四口以下，户借一石五㪷，五口以上户借两石，免出息零贩竹木、鱼果、炭箔等物，税百钱以下，听权，免一季。 权发遣广南东路转运副使、屯田貟外郎沈叔通追一官，仍勒停，坐提㸃福建路刑狱时，廖恩惊却，措置乖方故也。 |
