5  | 元丰三年八月辛夘朔，陜西转运使、权管勾鄜延路经畧司李稷言：「前经畧使吕惠卿亲奉圣训，措置边计，已见成效，讲颂圣徳，刻之乐石，将以传示无穷，石工未毕，惠卿以忧去位，縁未经进御，不敢题额，臣今摹墨本上进，乞赐之名」。诏以元丰理戎之碑为额。 御史丰稷言：「朱初平、刘谊往琼管体量安抚。闻初平轻信寡谋，尝招诱蛮人杨光僭等，几被囚执，仅获生还。今持节度海，经制黎蛮，先声已轻，难致后实。伏望改授详练之士，镇抚南徼，免生事变」。不报。 太常博士、权发遣司农都丞吴雍言：「议定淮浙两路役书，减冗占千三百馀人，裁省钱二十八万四千九百馀缗，㑹定岁用有寛剩钱一百四万馀缗，诸路役书多若此类，乞先近京三两路修定，下诸路依仿报应」。从之，令吴雍与司农寺主判详定。 详定礼文所言：「明堂昊天上帝礼神之玉，当用苍璧，今用四圭有邸，伏请改用苍璧礼天。其有司摄事五帝，亦乞依大宗伯礼神之制，陈玉各仿其方之色」。从之。 京东转运司言，潍州白浪河，每岁渰浸护城堤岸，去年费梢草万馀，仅免水患。知州事、驾部郎中杨采开河引导，遂不至城下，费省患弭。降书以奬之。 |
