6  | 壬午，诏：「先王以道在天下，列而为事，陈而为法，人各有分然后安，官各有守然后治。三代以降，累世相仍，寖迷大原，遂乱名实，馀弊斯积，其流及今。朕闵古弗还，因时改造，是正百职，建复六聨，先后重轻，粗获条次，小大贵贱，迭相维持，差择羣材，分委成宪，伫观来效，共致丕平，敢有弗钦，将底厥罪。新除省、台、寺、监官，详定官制所已著所掌职事，如被选之人不循守，敢有僭紊，其申谕中外，违是令者，执政官委御史台弹奏，尚书以下听长官纠劾以闻」。 手诏：「详定官制所日有应报所置官司事件不少，其李清臣已下应新除职事官之人，并令依旧」。 又诏：「今后四方实封奏除，内降指定付三省、枢宻院及中书、门下、尚书省外，馀并降付中书省，可从本省分送所属曹省」。 |
