16  | 甲戌，张禹勤言：「师次永乐川第四埭，明日，经略使沈括与转运使李稷争使臣不协，徐禧为分画，令稷止应副修城用度，其修城并听括节制，乃平。是日，永乐城始兴工。乙亥，髙阳关路安抚使韩忠彦言，转运司欲移乾宁军于沧州乾符寨，废军为县，以避河患，人不以为便。知沧州赵瞻亦言：「乾宁民心恟惧，皆谓河水颇已顺行，又增堤防，数倍坚固，移军实有害无利。乞速罢，以安边民」。从之。 环庆路经略使曾布言：「洛原故城可以建一城，白豹和市可以建一寨，官马川可以建一堡」。从之，令李察应副，候鄜延兵势相接，方兴版筑。 |
