27  | 丙戌，诏：「自今臣僚所授旌节、碑印亡没，并赐葬不即随葬者，徒二年。因而行用者，论如盗用官文书印律」。 右谏议大夫赵彦若言：「三公论道经邦爕、理隂阳，又曰：冢宰掌邦治，统百官，均四海，皆举大体，故陈平言：宰相上佐天子，理隂阳下，遂万物之宜，外镇抚四夷，内亲附百姓，使卿大夫各得任其职，盖据此以为说也。《周礼大宰分职则详，是知三公之官，不无吏事之责。风闻去年官制初行，有司议同职犯罪四等，自是律文之正，固当以时举行，而执政大臣不以为便，乃引陈平之言自解，而废沮法律正文。必若所云宜知大体，然前时执法奏大臣不置都簿，大臣亦奏御史台不置都簿以报之，近日执法奏大臣依刑部申，不用符，召寺吏，大臣亦奏执法前在礼部，不用符，召寺吏以报之，执法者既罪白而罚当矣，臣独疑大臣不能以道徳承圣化，而専任小数，校量必胜，失大臣体，自谓得计，而内不忧于职事，外不畏于人言，以此为调爕之功，则似非天意，以此为辅佐之效，则实负圣明，伏计寛仁，未忍切责，愿垂戒勅，俾知省思，庻有恐惧之心，可以助致和气」。不报。 都大提举成都府等路茶场陆师闵，乞依旧许人买在京腊茶，入陜西，计所得净利立额，本司于息钱认还戸部，乞令𣙜茶司嵗认净利钱万四千一百缗。诏户部依所申数除之。 熈河兰㑹路经略安抚制置使司上修兰州堡寨文武官功状。诏：「第一等迁一官、银绢六十，第二等迁一官，第三等减磨勘三年。迁官人若见任朝奉大夫及诸司使以上，并囬授与子有官者，其提举并应副粮草官依第一等，不入等人支银绢六十」。 |
