52  | 甲子，诏诸路官吏有蠧政害民，辨鞫得实，本路转运使、提㸃刑狱官不能举察者，论其罪。先是，知晋州齐化基、知鄜州何士宗皆坐𧷢抵法，监司初不以闻，故申𠡠之。 上尝谓宰相曰：「为国之要，在乎赏当其功，罚当其罪。不任情于其间，则赏罚必当，惩劝必行，万方必理，和气必生，自然天地降祥，四方无事。以此思之，可不戒乎！」 又言：「闻陇州推官陈渐不能谨洁，转运使以尧叟诸侄不即按举，昨因违越被劾，尧叟特为请令罢任。自今傥如此，必正其罪，不复贷矣」。 广州蕃商凑集，遣内侍赵敦信驰驿抚问犒设之，即诏知州马亮等定蕃商犯罪决罚条，亮等请应大舶主及因进奉曽受朝命者，有罪责保奏裁，自馀悉论如律，从之。乙丑，诏：「诸路差权管军员，岁满而不获代者，员数颇多，盖事皆申覆，枢宻院详验讫，始付有司待报而遣，以故留滞。自今委殿前、侍卫司籍，其日月，依次遣人代之」。丙寅，入内高班史崇信言，孙正辞、张继勲、侍其旭等率兵分部入夷界村落招抚。寻有诏督正辞等，令三日一具事以闻。己巳，三司请假内蔵库钱三万贯，许之。癸酉，雅州砂平路，罗嵒州蕃部王阿黎等十八人来朝贡始通也。诏授阿黎懐化司戈。 礼賔院言：辉和尔僧哈尚贡奉赴阙，乞赴五台山瞻礼。上曰：「戎、羯之人，崇尚释教，亦中国之利。可给粮，听其请」。 |
