32  | 丁未，诏自今听啇贾以粮斛从便货鬻，官司勿禁。时京师榖贵，上以敛籴増价侵民，故有是诏。 上谓宰相曰：「汴水嵗有流尸，至淮而止，然非理死者，必有积恶，以罹斯苦，朕思以善縁济之」。乃作发愿文，遣工部郎中直集贤院李建中、内殿崇班张承素赍诣泗州，依道释二教，设斋醮宣读及祭溺者，仍诏本州每嵗择日禁屠宰，就寺观，各建道场五昼夜，仍设祭，宰相请以圣制刻石，就州建观，乃得汴水东临淮之地，命内侍赵履信、朱允中、董役揔衆舍二百七十四区，赐名延昌。戊申，诏：「如闻沿汴䕶堤河清卒，贼害行客，取其资财，弃尸水中，颇难彰露，可明揭赏典，募人纠告」。己酉，诏黄帝故事，自今凡降书诏，非圣母文字外，不得引用。时学士院撰承天节教坊宴辞，中有「大电绕枢」之语，上命宰臣谕㫖易之，因降是诏。 |
