19  | 甲申，命京东路转运使、工部郎中髙骧，淮南路转运使、祠部员外郎、直集贤院张象中两易其任。骧，登州人，或言其乡曲非便，故徙之。象中，昭允弟，昭易子也。 上封者言，奏举使臣，皆无其限，虽元限七人，有一月中连举五人者。诏枢宻院起今引对，具奏举年月以闻。乙酉，诏：「尚书丞郎、两省给谏、知州府，而本部郎中、员外郎及两省六品以下官充本路转运使副者，承前例湏申报，虽职当统摄，方委于事权，而官有等差，宜明于品级。自今知制诰、观察使已上、知州府处所申转运司状，并止署按检，令通判已下署衔供申。如转运使官秩在上者，不用此令」。其后，张咏以礼部尚书知升州，凡有祠部事，皆申公状，咏因上言：「臣官忝六曺祠部，乃本行司局，而例申公状，似未合宜。望自今尚书丞郎知州者，除申省外，其本行曺局止署案检」。从之。 先是，诏禁命官取息钱，犯者勿偿。大理寺丞、知考城县皮子良贷京师民钱十七万，到官即自首。上恶子良无行，宪司鞫问，法当赎铜，命停官。丁亥，诏河北、河东忠烈、宣勇、广鋭军士，自今老病者即放归农，无勒召人承替，其阙员并自京补选。庚寅，诏坊、监、仓库军士疾病者，续其口粮，无令失所。时羣牧司秣马卒，因病请告，停其所给，有匄食饿死者，上闵之，故有是命。 |
