13  | 太常丞、直史、舘、判盐鐡勾院、同修起居注叶清臣，父参知苏州，致其仕，清臣请外以便养，壬子，授两浙转运副使，时太湖有民田，豪右据上，㳺水不得泄，民不敢诉，清臣建言疏盘龙汇沪渎港入于海，民頼其利。甲寅，右司谏韩琦言：「大中祥符八年敇，犯销金者斩，比下诏申警，其捕获者，固宜凖敇从事，而审刑院创意定罪，止徒三年，恐坏先朝之法，启奢僭之渐，请复用祥符旧敇」。诏御史台、刑部与审刑院、大理寺详定以闻。六月戊辰，资政殿大学士宋绶知审官院。初，翰林侍读学士梅询知审官院，虞部员外郎潘若冲求为白波发运判官，询怒其求不已，因忿詈之，若冲亦出不逊语，询即以其事闻，乃降若冲小处差遣，而询亦代之。 西上閤门使、康州刺史、知雄州葛懐敏，召对边事，复遣还雄州，特授莱州团练使。右司谏韩琦言：「懐敏在武臣流軰，虽粗有才干，却未尝别著劳效，朝廷名器，理须爱重，若臣僚能显立边功，未知何以奬劝，欲望特行追寝，以正滥赏之失」。不报。 |
