29  | 丙子，荆湖北路钤辖司言：澧州蛮五百馀人㓂边，而知州、礼賔副使崔承佑畏避不以闻，诏劾承佑，罢之。五月戊寅朔，范仲淹言：「臣近亲奉徳音，以孔道辅曾言迁都西洛，臣谓未可也。国家太平，岂可有迁都之议？但西洛帝王之宅，负关河之固，边方不宁，则可退守，然彼空虚已久，絶无储积，急难之时，将何以备？冝托名将，有朝陵之行，渐营廪食，陜西有馀，可运而下，东路有馀，可运而上，数年之间，庶㡬有备。太平则居东京通济之地，以便天下，急难则居西洛险固之宅，以守中原，易曰：天险不可升，地险山川邱陵，王公设险以守其国，此之谓也。先王修徳以服逺人，然安不㤀危，故不敢去兵。陛下内惟修徳，使天下不闻其过，外亦设险，使四夷不敢生心，此长世之道也。伏望圣慈，未烦下议，且留圣意可矣」。庚辰，购求馆阁逸书。 |
